Pokemon's checklist and card images controlled the printed `/197` fraction. The text layer around Pokemon's card images currently labels the same cards with an inconsistent `/227`, so that label was not used. This is deliberately a numbered checklist: it does not count promotional cards, alternate foil treatments, market prices, or anything from a collector's private account.
