Deciding what "complete" means is a personal call; knowing which cards exist is not. Before you commit a budget, read the set's own numbering from the official Obsidian Flames card list (opens in a new tab) or the 151 card list (opens in a new tab), because the secret rares above the printed total are the cards that turn a manageable target into an open-ended one.
